AdSense saying "Site down or unavailable", site is working fine though

I’ve read some others have said it may be robots.txt file blocking access for Google BUT all three times I’ve applied the code, it says ‘code found’ but after their review I’m hit with “Site down or unavailable”.

You can see it’s not down. Looking for expert theme advice here before contacting Google.

Side note: I’ve applied the code for it to find in both the “Analytics/JS Code” section AND “Custom Ad 2”, both of which were initially found to be submitted for review and both of which were responded to with “site down”.
