I have a brand new installation of latest V 9.8.
Using WordPress latest, with Classic Editor, not using Gutenberg.
Working at pages, the WYSIWYG Editor shows nothing.
I can edit text but the save button misses and ther is no option for text formatting.
In an another installation some Versions, all this thing work. What can it be ?

If you are using tagDiv Composer and you want to set some text ( html) please use column text or text with title -> http://prntscr.com/pfw4o0 the text is save on keyup, so there is no need for a save button.
If this is not what you mean, please provide some more details and some screenshots.

Please make sure that you do not have a plugin conflict, please deactivate ALL plugins except tagDiv Composer, also if you are using child theme or cache plugin, deactivate them, clear all cache and try again.
