In contact form 7 block the title doesn’t work, as shown on demo page: http://demo.tagdiv.com/newspaper/contact/
(the title should be eg. “LEAVE US A MESSAGE”)

I will wrote this on issue tracker, a quick solution is to add a text with title from page builder like here and add your title http://screencast.com/t/AJfsRZpEJx
