Hi — I want to use the WP User Avatar plugin per your instructions.

However I have one question — do I have to turn off Gravatar first? (settings -> discussion -> Avatars -> Avatar display -> uncheck “Show Avatars”? Or should I leave it checked?

Hi,
If you want to use the e WP User Avatar then is no need to use the Gravatar too, you can turn it of or deactivate it.
