I’m trying to keep the same design on my computer and my phone for my travel blog but when i split a row in 2 egal part, with a text on the left side and an image on the right side, i get the text before the image on my phone and i would like the opposite. Keep the image on the right side on the computer but appear before the text on the mobile, is it possible ?

In order to have the design you want I would recommend you to create 2 layouts on the same page and use the hide option as you can see here: https://www.screencast.com/t/lloxvTHa
I have added 2 blocks exactly the same. You can customize one and go to the mobile viewport and Hide it. That will hide the block on mobile. you will see it only on Desktop.
In this way you can create your custom mobile page that can be different from the desktop view.

but on my phone, the 2 text followed each other like this :

and i would get the photo and name before the second text, but when i changed it with the builder, it changes also the layout on the computer
How can i manage this ?

As mentioned above. The best way would be to start and create a NEW LAYOUT on the same page ! Your page in composer will look like a duplicate.
After adding all the blocks. You will arrange one of them for the mobile. In desktop viewport you will hide them as you can see it here: https://www.screencast.com/t/cnSdB1LW4
