Hey,
I just purchase a new license of Newspaper theme to use on a new website. My question is, do I need Standard Pack plugin active in this new site? I mean, there’s no content and no previous designs. I will be creating pages and templates from scratch, so do I need the Standard Pack to keep the website functional? Please let me know.

No, The standard pack pack plugin was created to keep old websites running basically.
If you’re new to Newspaper Theme we don’t suggest using it.
