How can I, the best way, move the theme with template data, menu and wp widget settings to old site ?
Rest of the wordpress settings, plugins and posts should stay the same.
I have the newspaper with cloud templates set up now in the dev site, but it’s content is outdated. And I really want to move the theme+other from the dev to production. Few hours of downtime is ok

Hello !
You will need to use a migration plugin but please make sure that your migration will be done correctly. After the migration is finished I would suggest removing and reinstalling only the tagDiv Composer plugin. In that way it will save all the new urls correctly.
