If I want to put an automatic disclosure below the header on every page, is there a way within the theme to do that or would I need a plugin?

Hi,
So if I understand correctly, this is like a banner, if is so then you can use the ads slot from theme pane and set the disclosure in header section -> https://i.imgur.com/DPXLZ0S.png then this will be display in header ad place and will be set on the entire website -> https://i.imgur.com/aNvh2ls.png
