I have been struggling with making any changes to the theme panel in v9.2.2. I have looked at all settings, and de-activated the majority of my plugins.
I have decided to just upgrade to version 10 which I just purchased. What is the best way for me to apply v10 in place in v9?
Do I install it as a new theme (which has failed with “cannot find style.css file”) or overwrite the existing version 9?

You need to use an option for theme update from our guide -> https://tagdiv.com/update-newspaper-theme/
But I suggest first to tr the update on localhost or on sub-domain and only after that make the update on live website (p.s. do not forget, always make a full backup for your website)
“cannot find style.css file” usually this problem is when you do not install the correct theme file.
