Is it possible to force the “Video Playlist” Element to use only Privacy-enhanced YouTube video embeds?
The same with the [embed] shortcode?

Hi,
I do not quite understand, you want to use the video playlist without YouTube api key as you can use the video embed, if yes, then the answer is no, these are different options and are working different.

I want to have the playlist use videos from https://www.youtube-nocookie.com/ instead of the regular embeds. Is that possible to do?

I think that it can be achieve only with custom work or with some extra plugins, unfortunately these are not covered by support team.
