I followed the instructions, put an image with 1000×1000, however I noticed that a thumbnail of 300×188 is created and that is selected as image inserted.
However, some areas have thumbnails images dimensions more larger than 300×188 and the image is stretched and loses quality. 🙁
Is there a way to put a image with quality and be used, instead of miniature with 300×188 fixed dimension and then stretched losing a lot of quality?

I’m sorry but you didn’t answer to the problem (I am think is a bug).
Your example, is a custom category layout (“CATEGORY CLOUD LIBRARY TEMPLATE”–>”Theme Templates”), where seleccted “Gid 2” in “CATEGORY TOP POSTS STYLE”.
With that, I confirm that works.
But to the case reported, I follow the instructions, but I still have the same situation.
That is, the thumb for no thumb is not loaded.
With default category page layout, where have default “Category Grid 2”, the articles without feature image don’t show the custom no-thumb.

Sorry, I think that I was missing something the first time I tested, I think that you are referring on this https://i.imgur.com/fQZxJrX.png -> https://i.imgur.com/5yewCw3.png is look like the image set as placeholder is not recognize on category page for grids, this indeed can be a bug, I will pass this information to our developers.
For the moment a quick fix is to change the images for no-thumbs from wp-content/plugins/td-standard-pack/Newspaper/assets/images/no-thumb with your images (just set the names that are in that file and make sure that images are the right size), also the image for placeholder can be removed.
