Is there a way to disable the mobile theme for all pages? When we check the box to disable in the editor, it works, but then when we use the TD Composer, it resets that setting.

I just checked and for me these settings -> https://i.imgur.com/z4fFMm5.png remain after I edit the page with tagDiv Composer.
Make sure that you do not have a plugin conflict, please deactivate ALL plugins except tagDiv plugins, also if you are using child theme or cache plugin, deactivate them, clear all cache and try again

So our issue is we are not using Gutenburgh editor, only classic. But is there a piece of code we can use that will default all Pages to not use the mobile theme?

Unfortunately we do not have a custom code for this, also without Gutenberg you’ll not have these options.
As a suggestion you can enable Gutenberg editor and use classic element.
