I’m using Block 13 in a single column in a 3-column layout. But if I change the font settings for it in the theme panel->Theme Fonts->Modules & Block Articles Titles, the font does not get changed in the front-end and shows the default theme font.

Hi,
Block13 use module 14 when is used on full width and for 2 columns layout, but in a single column it use module mx3: http://screencast.com/t/Rt0zOkETb
So you have to change the font for that module.
