I want to create SKIP THIS kind of Ad whenever someone opens my website. Or when anyone opens any article in my page. Like in the attached image below.

This Ad automatically goes out after 10-15 seconds. How do you do this in Newspaper X theme ?

Newspaper Theme does not offer this option. You will have to either do it custom or look for some sort of plugin.
