Hello !
Those are call to action buttons. He created 1 big page, and those buttons send you to different parts of that page. You can achieve that by using the call to action element.
Go to the ROW you want and set and ID: https://www.screencast.com/t/SgTHBvgQ
At the top of the page I have added a call to action button and added the following path: https://www.screencast.com/t/RrxtgPdyrE
You will have to make sure that your path is correctly typed and should work.
