When I visit my site from the control panel the tag composer is missing. It is in my plugins and activated. My other newspaper site is fine and works. How can I get it back? Tried reloading template and reloading tag composer.

I can’t seem to load the screen shots.
On http://www.thebarefootnews.com this is at the top of the page. On http://www.barefootnewshawaii.com it has disappeared so therefore I can not edit from the site once I visit via the dashboard.

You will have to first start looking for a plugin conflict. Please deactivate ALL plugins except tagDiv ones, also if you are using child theme or cache plugin, deactivate them, clear all cache and try again.
If this problem is not solved after that, then we need to take a look and see what happened there.
