Is it possible to create a mobile menu for Topbar?
Or using 3rd part plugins like wp mobile menu the only option?

Hello !
You can create a topbar if you are using Mobile Templates insead of Mobile theme plugin. That can be done using tagDiv Composer. Take a look at our Mobile template video guide here: https://www.youtube.com/watch?v=SpGkOnJeNZY&t=3s
