How can we pre-define height or reserve the ad-space for header ads in “Newspaper”?
The standard behavior is pushing down the whole content container once the ad is loaded. This results in a poor “Cumulative Layout Shift (CLS)” score for Google´s Core Web Vitals which starting this month will become an important ranking factor.

The CLS has been noted as important factor since February this year. Unfortunately for the issue that you are facing at the moment there is no workaround. Our developers are working on this that in the future updates this will be improved.
