Hello,
To enable the sticky header go in Manager(Website Manager) -> Header => https://www.screencast.com/t/L2ZtzgmJrtp you can enable also, on mobile.

when MOBILE VIEW, why my sticky header in homepage is hidden when scrolling down and it is only showing when scrolling up? please help

What version do you use for mobile?
If you have a mobile responsive or mobile page please edit with tagDiv Composer, and go in manager, there is a setting how to make the sticky menu https://www.screencast.com/t/Ha8ubF0jaX
