Theme Activation Error "Sorry, you are not allowed to access this page."

Hi Admin I Am Facing An Issue To Activating My Theme , When I Try To Activate Newspaper 11 Theme , i got a message like “Sorry, you are not allowed to access this page.” and here is the Screenshoterror message on activating theme
