like I posted a blog or news, that will be shown on the home page I am refreshing the page on the desktop I get the latest updated news but if I’m trying to refresh the website on a mobile device I m getting the older news.. means on a mobile device updation will take more than 30 minutes

You need to change the background color for mobile header from Theme Panel -> Theme Colors -> Mobile Menu => https://www.screencast.com/t/Ou8CBHm25, not in the theme files.
Also, the image size should change depending on the screen size.
To display the latest posts, it depends on the cache, and it is advisableclear all cache(also from your browser) and see if it appears.
