Please check the user role in Dashboard -> Users. The user needs to have Author or Administrator role to appear in the Theme Panel.

You can set an individual author template for the users that have the role (administrator, editor and author) from Theme Panel -> Template Settings -> Author Template => https://i.imgur.com/zwNB4y0.png
