Hi,
I am having the issue of not all categories are displaying under the the [tagDiv] Ad box widget in a sidebar. For example I have created 30 categories for posts and only have 6 listed when trying to use the “visibility” feature of that widget. Is there a limit of how many can be displayed?

All the way on the left you see my list of categories, but on the right you only see a list of 6 under the widget visibility option.

Ah! I think I see why now… It will only show any subcategory with actual posts assigned to them and its Parent category, correct?

Yes, is correct.
There appear only the categories with posts.
