It reads: post_max_size i
128M – You cannot upload images, themes and plugins that have a size bigger than this value. To see how you can change -do we have to do anything here, and if so, please explain in detail. Do not refer me to an article. Thanks.

You are referring to this message https://i.imgur.com/tB47SdT.png -> https://prnt.sc/25s9s0a if you have it set on 128M then in my opinion is good enough you do not need to do anything else at least if you are not uploading in media some images/files bigger then that.
