How to create a shortcode for post TOC / outline

I am looking to create a custom shortcode that I can use on the left sidebar to display the Table of contents of the article content. It should display H1, H2, and H3 in a tabbed format.
Please can someone suggest if this would be possible?

To have the table of content, you can use the plugins Easy table of contents or Table of contents

Thank you for your reply. Is there a way to customize the font style of the TOC?
When I use the shortcode, it renders the TOC but the font doesn’t match the style of the website. How can I resolve this?
