To change typography for page title and page content (paragraph text, H1, H2, H3, etc.) without cloud template, should I set it in theme panel?

Yes, you can try to use the option from the theme panel. But depends; if you have cloud templates, it is possible not to change them, only with tagdiv composer.

Ok I changed Page title and content font-size for pages in Theme Panel > Theme Fonts > Page but it applies for Desktop viewport only, where I change for other viewports (tablet, mobile)?
