“Does the paid Yoast SEO plugin come with the NewsPaper theme or not? When I purchased the theme, I read that it comes with it, and that was a major reason for the purchase.
and Please provide instructions on how to add and connect the website to Google Search Console through Yoast SEO.”

No. It is just a tested plugin with our theme. And we recommend the free version of this plugin to install from Dashboard -> Plugins.
