How do you get the side menu to stop popping up automatically every second

The side menu constantly pops up when going to the explorenewjersey.org page. How does it stop? I only want ot 6there if someone wants to go into it. It shoudl not pop up automatically and then constantly after clicking the X to delete it or shut it down
