Currently, I’m in the process of transferring all templates to a new database. However, I’ve noticed that there are no blank page templates available for the homepage and normal pages. I’m wondering about the best approach to utilize the template codes I already have.
1. Should I create new standard pages? My only hesitation is that they are not accessible in the cloud template section.
2. Alternatively, should I download a template and delete everything in that template to replace it with my code?
It would be much more convenient if there were blank templates available for pages.

There is no problem. You can import them normally in the pages section because, normally, only the page templates are imported. However, one template can be used only for a page because there is no option to use a page template globally.
Using the import/export option from the theme will allow you to import only the theme panel settings, the cloud templates go in tool > export – https://i.imgur.com/3Wxk885.png then to import you need to go in tool > import, then install the wordpress importer and click on run import – https://i.imgur.com/tyxoVvg.png
