Google Pay and WooPay buttons located at top of Checkout Page

Is it necessary for the Google Pay and WooPay buttons to sit at the top of the checkout page? I think they should be down near the PayPal and CC gateways.

And what is the text hidden behind the form (“-OR-“)? How can I fix this?
