What if you add the analytics code directly in the AMP plugin, in the analytics section https://prnt.sc/iMdyrKndUb9n
Alternatively you could use a plugin like this one https://wordpress.org/plugins/amp-google-analytics-4-support/ or the Site kit plugin from Google.
One of these methods should work.
