Seeing quite a few threads relating to Composer errors lately. I’ve now got one.
Recently moved my (perfectly operating) site from SiteGround to Cloudways and changed nothing, other than adding their caching plugin. But the site has been plagued by problems with the WP admin hanging, sometimes for minutes at at time.
A tech staff reviewed the error logs and found repeated instances this:

The front end doesn’t seem affected . Only admin, paricularly when opening media library or prevewing.

Did you try disabling their caching plugin, or setting rules on what to “not cache” for the admin tools to work? If it worked one place, then not working another place, seems kinda obvious something changed at the new place. Also, make sure not running php 8.3, only up to 8.2x.
