In Fresh News theme I’ve added two 300*250 custom ads in sidebar.
Will these ads automatically resize when viewing on smaller devices?
or can I tell the theme for which device to show and for which device to hide the custom ads?

Sure, you can customize the ad box shortcode in each viewport https://app.screencast.com/39By7mcHERvAl
The CSS tab of the ad box element contains the option Display: Show/Hidden and the options for width and height sizes.
