How do you enable comments?

So I have enabled comments in WordPress, and I think I followed your instructions for doing so. In the right column of the post, it says Discussion is Open.
Just in case, I enabled the box so it was blue, but same issue https://thecascadian.com/cupcake-with-a-cop-on-dec-11-in-up/
So I am sure I am missing something. How can readers comment on posts?
