I have a block filtered by a category with two articles. When set to random under the filter tab the same post shows everytime.

If this situation is happening only when you are not logged in, then it is related to teh cache you are using.
Please do some tests, log in on the site, and see if, after refreshing the page a few times, the article has been changed or not (also, you could add a few more articles for better testing).
Another situation could be a plugin conflict, with an extra plugin interfering with the theme plugins.

Thanks for the reply. I tried logged in and logged out in multiple browsers. It just shows latest posts. I believe it may be CloudFlare or WP Engine cache causing the issue. I’m going to use another solution instead of the random option.
