Change color header bar and delete comments near footer

Hello everyone, the website I’m building with the Newspaper template is this one: https://www.aefvg.eu/. I don’t understand how to color the entire top header bar yellow (besides the logo and main menu). How can I do that?

I’m also wondering how to remove the “LEAVE A REPLY” option at the bottom, near the footer.
