How do i stop my block quotes from being all capital letters, i have tried setting it from the theme panel, it is like it is not updating it or something.

Use the custom CSS box, but remember to put the !important element at end of you style class over-ride.

I also checked this and did not found any issues with panel settings for blockquote – http://screencast.com/t/271U9sDunV2N – http://screencast.com/t/EQ22ytgi4 Please provide more details about your issue, also check this without any plugins, leave only Visual Composer active and clear cache.
