On my site, I have background for my categories, but when I try and use a different background for a child category it will only display the parent background image.
Parent = Blue Background
> Child = Red Background
But when I put a post in the Child, it will only show the Blue. Even though I have it in the settings as Red.
How do I go about changing that?

If you set only the subcategory for that post – http://screencast.com/t/NNR0Mob829I you should have background from that specific category. If you select also the parent category, please set the primary category – http://screencast.com/t/RUNIQRU6f0
