We made new website with newspaper theme on Russian. I install newspaper demo and when I add new post or edit existing post title and URL the wordpress back me Ooops… Error 404.
For example the URL of the test post is http://www.mysite.com/index.php/2015/09/24/нов-начин-за-работа-с-ipad/
This URL is generated by WordPress.
If We change url cyrillic letter with Latin everything work fine and post loads normal.
Any idea?

Try to reset the permalinks from Settings -> Permalinks (just save the settings without making any change) and see if the issue is still there. Next check if you have any rules in .htaccess which may affect the permalinks. A plugin may also interfere with the permalinks, try to disable all plugins, reset the permalinks and see if the issue is still there.
Also try to change the theme, switch to a default one (ex Twenty Twelve) and see if this issue is theme related or wordpress/server related.

Thank you for your help. I changed permalink format to http://www.mysite.com/sample-post/ and now everything works fine.

One more idea from Russia. I use rus-to-lat plugin. It is much better than to see something ureadable in some cases.
