If I select a footer template, the footer works. But when I select one of the custom options, no matter what I put in any of the footer widgets, nothing displays.

Hello,
Please try to disable all your plugins except visual composer, clear your cache and purge CDN if you use it. If the problem is still there, check your system status to see if any of the parameters there need to be adjusted: http://screencast.com/t/yrsLFrV3M1q.
