When trying to create a new menu, the right side where menu items appear is no longer showing up.
I tried reinstalling nav-menus.php, clearing cache through W3 total cache, deactivated all plugins and switched themes then switched back to original theme and reactivated with no avail.
In addition to menu creation not functioning properly, the “Screen Options” and “Help” tab do not respond to clicks

That seams to be a problem related with your WordPress install. At first try to deactivate all plugins except Visual Composer clear all caches and test again. If the problem persist try to make a new WordPress install only with the theme and Visual composer plugin and check if the problem persist.
