can I somehow disable the Unique Articles feature on a specific block on my homepage?
I want to have unique articles on my homepage except one block that shows all latest articles.

There is no option in the theme for this but you can do it if you edit the theme files. You can replicate this function: http://screencast.com/t/VL9iaN8l and adapt it to a module you want excluded from the unique articles.

It does not seem to work with || but if you replace it with && then it seems to exclude the module. However, it will not be that simple as there are blocks that use more than one module. You can see that here: http://screencast.com/t/fAz3fMepCCw9
The best thing you can do is disable the unique articles and filter different categories on your blocks or if you want to use the same categories, you can use the offset: http://screencast.com/t/mW0L7MPYmswv

I see that every block on a page has a unique id. Can somehow the unique articles feautred be disabled when constructing a specific block? I’m pretty sure it can be done through editing theme files.

Unfortunately the unique articles is not loaded for every block in particular. It is applied on the whole page and it affect modules not blocks. You can only exclude modules from it like the solution above but you cannot remove unique articles when the block is being created.
