How to add a not so intrusive pop-up to show a notice?

Hi,

Since EU directive requires every site using cookies to declare it clearly to the users, I would like to it add that. How could I do that using a pop-up at the top or bottom of the site?

We use a plugin which has a little slide up notice from bottom of page. See the wordpress.org plugins repository as there are numerous items for this which have been available for free for the past couple of years.
