Depends on what kind of ads you’re using.
If you place an Adsense unit in there, of course it rotates (meaning it changes each time page loads).
If you place static image into your ad panel, then of course not.
SO, no, the theme — like most themes — does not include an advertising management system to rotate, track, sell or otherwise manage ads beyond the “spots/hooks” included in the theme.

If it helps I’ve used AdRotate free or PRO since getting the theme and its faultless with it – I ise a mix of tagdiv ad blocks via VC and Theme Panel – and sidebar boxes via AdRotate widgets either ‘Single’ or ‘Group’ which allows rotation – free version is well supported – PRO gives stats for clients etc etc

Yes randomly – but with PRO is also adds a ‘weighting’ option if you need it
See westbridgfordwire.com – Header and Leaderboard (under header) ads on the site are embedded AdRotate ‘groups’ with a random rotate applied every 8 seconds – the AdRotate shortcodes are added to the Theme Panel (TagDiv) Ads sections.
Sidebar are a mix of AdRotate ‘single’ and’group’ in AdRotate widgets – the only issue is a ‘jumping’ on mobile, but there’s an easy ‘plugin edit’ from the dashboard that can stop this issue. You may not experience this anyway.
