Think that Fashion is a page and ‘new look 2015’, vogue etc as seen in the pic are subpages. Then will I be able to create a mega menu which looks like the above picture. (articles shown in the mega menu will be articles from respective pages). Will it be possible, if so, how?

Unfortunately the mega-menu was not designed to work with pages. It was created to work with categories and subcategories. What you can do however is create 301 redirects from the categories to your custom pages.

If so I will have to do a 32 redirects (I have 32 categories). Is it OK. Will it affect my page performance?

A redirect will not affect performance. It will slow down the loading time for the page but not significantly if the site optimization is done properly. Please make sure you increase you page loading times by following this guide: https://forum.tagdiv.com/how-to-make-the-site-faster/
Also make sure you do not use the same names for the categories and the pages as it;s bad for SEO
