I have tried to Eliminate render-blocking JavaScript and CSS in above-the-fold content as you specified in the tutorial but I cannot do that.
Is there anyone here who can do that or can you advise a person?

We have no-one to recommend. We usually recommend studio.envato.com but I don’t think eliminating render blocking requires you to pay some-one to do it for you. You simply need to make sure speed-booster does not deactivate itself due to incompatible plugins:

Why do you think this is a marketing thing and not real? Have you tried getting it to work? You simply need to activate the speedbooster plugin and make sure you either disable your incompatible plugins or remove the compatibility code from the plugin files. Automatically the plugin will move some of the render blocks upon activation. Then you simply need to follow the steps to move the rest of the render blocks that are not moved automatically.
It’s not NASA or rocket science. Just read section 5.1, 5.2 and 5.3 of the guide as the steps are explained properly. you only have to know how to copy and paste. You do not need to know how to code anything.
