Are you referring at titles for those blocks? If so the you can change theme from theme panel > translations: http://screencast.com/t/LEeK1ZDmmh Just search for each title and add a new name for it.
If you want to change the posts displayed there you need to use a footer template which allows you to add custom widgets, for example style 5 or style 9: http://screencast.com/t/aA2CExO8 – http://screencast.com/t/sPSkuZa0ntPw

you cannot edit the predefined footer content: https://forum.tagdiv.com/footer-templates/
Please choose a footer template that does not have predefined content, and add your own content in the widgets area.
