Background Image for AD doesn't fit

I followed the documentation, and no matter the size of the background it just sits top center super tiny hidden behind the site header. I threw in a 1920×1080 and it ended up the same size. Documentation didn’t specify dimensions so I assume it doesn’t matter. How do I get a background ad image showing properly?

When I uploaded the image I did not set it to full size. Thank you for the help!
