Buen día, tengo instalado el theme en el sitio http://mendozaopina.com pero al entrar desde el telefono hay veces que me toma el theme mobile y aveces la version desktop.

Do you have the mobile theme activated now? I have inspected your website and it does not seem like it is. Try to install the mobile theme plugin from the downloaded theme package, and deactivate all your other plugins except Visual composer, clear the cache and check to see if it is working as intended.
