The Newpaper documentation here (https://forum.tagdiv.com/article-ads/) indicates that an option should be present to choose after what number of paragraphs an inline ad should appear. However, no such option is present in the admin panel.
We are running Newspaper v8.0.
Any idea what could be wrong?

I have indeed uploaded the theme via FTP back when the update to version 8 came out. Also, as you can see from the screenshot, I am using that version:
Make sure you deleted old folder; then uploaded new folder; not merging old/new theme folders via over-write. Common issue of mixing old/new code in same theme folder.
If you are loading the *old* theme panel for Newspaper and not the current one, that is often the culprit, in my own experience.
If you did clean install of 8x vs “overwrite/merge” …
You can also try
a) clear all caching
b) clear transients with wp-optimize
c) resave permalinks
